The development plan of 11 key industries, such as textile and light industry, has been set up. On the stock market, the backward production capacity included in the elimination scope should be strictly eliminated according to the elimination target and elimination standard, and the measures such as revoking production license, discharge permit and stopping power supply should be taken to ensure that the deadline is eliminated. The market function should be brought into full play, the differential electricity price, progressive water price and green credit system should be implemented, the discharge fees and penalty standards should be increased, the reward and support for eliminating backward production enterprises should be increased, the living space of backward production capacity could be squeezed in two directions, the production cost of enterprises with backward production capacity could be increased, and the production cost of enterprises with backward production capacity could be promoted, so that they could withdraw from the market as soon as possible.

On the incremental basis, we must strictly enforce the national industrial policies and the regional Prohibition (restricted) batch regulations issued by the provincial government for new construction and renovation projects, and strictly control the entry permission from the aspects of project approval, energy conservation assessment, environmental assessment, land supply, and safety production, and resolutely prevent low-level repeated construction and strictly prohibit the addition of backward production capacity.
