Expected Indicators In 12Th Five-Year

In December 23rd, the inspector of the Industrial Coordination Department of the national development and Reform Commission (the Department of Justice) Xiong Bi Lin gave an exclusive interview with reporters, revealing that the 12th Five-Year plan outline will bring forth new goals, and introduce the concept of constraint indicators and expected indicators.

Energy conservation and emission reduction will still be a binding index in 12th Five-Year, and it is a very important constraint index. Whether GDP is a binding index in 12th Five-Year is still under discussion.


"The expected indicators are new concepts introduced in the 12th Five-Year plan. In 11th Five-Year, there were only binding indicators and no expected targets." Xiong Bi Lin said that the binding targets must be completed and linked to the responsibility system, and the expected indicators required to strive for completion.


"The 12th Five-Year plan highlighted the synchronous growth of household income and economic development, the simultaneous increase of labor remuneration growth and labor productivity," Xiong Bilin said. "As to whether it is embodied in a fixed index or embodied in index, it is not yet determined."


Although some experts have suggested that the 12th Five-Year binding index will no longer emphasize GDP, Xiong Bilin believes that the final GDP must be used as a binding index. "Otherwise, economic growth will also be a problem; the final draft of the outline has not yet come out, and some controversial issues are still under discussion.

The NDRC has discussed many times, but there may be some changes in the future.


"We have done a good job in terms of emissions. If we reduce emissions of COD to below 12 million 730 thousand tons this year, we will be able to achieve 10% reduction targets in 11th Five-Year," Xiong Bilin said.
