The EU's anti-dumping duty, which has been five years long, has no effect on the footwear industry in Wenzhou.


According to the data provided by the Wenzhou Municipal Bureau of Commerce to reporters, in 2007, the EU formally imposed anti-dumping duties on Chinese leather shoes. After a year, the total export volume of footwear in Wenzhou was 2 billion 400 million US dollars, an increase of 20.08%.

This increase is only six percentage points lower than the previous year.


Since then, due to the dual pressure of the financial crisis and the EU trade barriers, the growth of footwear exports in Wenzhou once reached its lowest level in 2009, and the export volume increased by only 0.06% over the previous year.

In 2010, the annual export volume of Wenzhou footwear enterprises increased by 35.79%.

In 2011, when the anti-dumping duty was abolished, the total export growth dropped to around 26%, or 4 billion 720 million US dollars.

Twenty thousand of the country's unemployed small businesses are most affected.


"The smaller the scale of the enterprise is, the lower the product scale is, the greater the impact will be."

Lu Huamao, director of the foreign trade division of Wenzhou Commerce Bureau, said when it comes to EU anti-dumping duties.


In October 7, 2006, in order to protect the interests of EU Member States, the European Commission decided to impose an anti-dumping duty of up to 16.5% on leather shoes imported from China and Vietnam.


Lu Huamao said that small and medium-sized shoe-making enterprises with low product level and scattered distribution of orders are the biggest victims of the anti-dumping duties. "The customers of these enterprises themselves should choose low-cost sources of supply. Once they are taxed, they will soon turn to countries such as India, where the cost is also not high."


Because the EU's anti-dumping duties only aim at leather shoes, in order to avoid high tax rates, many enterprises in Wenzhou have taken measures to deal with them, for example, from the original leather to the cloth and leather shoes.

However, such measures did not slow down the pressure brought by the financial crisis and trade barriers to Wenzhou shoe companies.


According to the statistics of Wenzhou shoe leather industry association, in 2003, there were about 5000 shoe manufacturers in Wenzhou, but in the first quarter of 2008, the figure was reduced to 2600.

According to statistics from the China Leather Industry Association, the anti-dumping duty has resulted in a 20% reduction in the output of Chinese leather shoes exported to Europe.
