Shenzhen'S Commercial Registration System Reform: Ten Minute Registration

Prior to that, he registered on the website of Shenzhen market and Quality Supervision Committee, applied for the name of the enterprise, and waited for the website to go through the background examination and approval.

"If you do not consider the time when a registered company is waiting for the background audit and print the business license, the whole process will be completed in less than ten minutes."

He told the first Financial Daily reporter.

Holding a business license, there is no need to apply for the other 4 documents, including organization code certificate, tax registration certificate, social security registration certificate and engraving permit.

The business license includes all the functions of the above license.

In July 1st, Shenzhen took the lead in launching the system of "multi certificate integration and one photo one yard" in the whole country. The registration process adopted the online registration process of "online application, online approval, online licensing and electronic archiving", and only a few minutes from registration to business license.

Besides, when registered enterprises are easy to get rid of, the cancellation of enterprises will no longer make applicants fear.

In March 1, 2013, Shenzhen took the lead in launching the reform of the commercial registration system.

A year later, the reform was implemented in the whole country.

Over the past year, a number of measures have been implemented, such as the registration of capital contributions, the annual review of annual reports and so on, and the entry threshold of the market participants has been reduced.

Shenzhen is at the forefront of this reform.

As early as last December 1st, Shenzhen carried out the business license, organization code certificate, tax registration certificate and engraving permit "four cards in one".

In June 1st this year, the social security registration of commercial subjects was incorporated into the "five card unification".

A noticeable point is that after the reform, applicants will not have to wait for a week or so for manual examination without entering the name of the enterprise.

Prior to that, the enterprise name was pre approved system, the registration rules were not clear, the time limit for examination and approval was too long, the registration authorities had greater discretion in the name audit, which caused disputes and contradictions.

Just like an enterprise's identity card, it will not change for life, and the two-dimensional code also contains all non confidential information of the enterprise.

Wide entry and strict exit have always been the focus of this reform.

Song Ding, a researcher at the Shenzhen Comprehensive Development Research Institute, said that although the direction of commercial reform is low threshold entry, "wide in" does not mean that there is no regulation.

After this reform, there will be more enterprises in Shenzhen. This may bring great changes to the market order. How to regulate the operation of enterprises will test the ability of the government.
