White Paper On Artificial Intelligence And Data Economy Policy Released By EU Executive Committee

The EU executive committee issued a press release in February 19th (2020), declaring that the EU's digital policy objectives in the next 5 years include:

First, technology will serve Technology (that works for people).

Two. Fair and competitive economy (A fair and competitive economy);

Three, open, democratic and Sustainable Society (An open, democratic and Sustainable Society).

To achieve this goal, the White Paper on Artificial Intelligent and A Europe strategy for data, published today, are the primary tasks.

(1) the white paper on Artificial Intelligence:

(1) the white paper sets forth the EU's concept of AI risk management. For AI applications in high-risk areas such as health care, police administration and transportation, the system must be transparent, traceable and ensure that human beings master monitoring. The competent authorities must be able to test and verify the data used in the operation method, such as inspection and management of cosmetics, automobiles and toys. Fair use of data to train high-risk systems to operate correctly, and to ensure that basic human rights are respected and especially non discrimination. The identification of distant biological features such as face recognition can only be used in exceptional cases. The rationalization of exceptions will be decided by further public discussion.

(2) in the field of low risk AI, the Executive Committee expects to be managed by voluntary marking mechanism to meet higher standards. The EU market welcomes all AI applications as long as it meets EU regulations.

(3) the white paper will provide public comments until May 19th of this year.

(two) data economy policy:

(1) the European Union will establish the European data space, which can be freely circulated and used for commercial, research and public administration purposes. The executive committee will propose a regulatory framework for data management, which will standardize how to obtain and reuse data among enterprises, between enterprises and between governments and government departments, including creating incentives for data sharing incentives, and establishing practical, fair and clear data usage regulations to ensure compliance with the EU's protection of personal data, consumer protection rights and competition regulations. Public sector data will also be used more widely.

(2) the executive committee will support the development of technology systems and the next generation of infrastructure, and promote the focus of the EU single data market and the investment of trusted and efficient cloud devices. The executive committee will also build data space for specific sectors such as industrial manufacturing, green energy, transportation and sanitation.

(3) the next phase of the executive committee will propose the Digital Services Act and the European Democracy Action Plan later this year, and examine the digital identity and digital trading regulations (eIDAS) and the establishment of the joint network department (Joint Cyber Unit) to enhance network security.
